To be honest, Ray had virtually no opinion on her until he was trying to figure out Fortune's killer—and it's also important to note that he cared about Fortune's killer more because a) he had gods he liked so he wanted them to not die and because b) Senri tasked him with finding Fortune's killer for the sake of giving Taka closure.

Based on his logic, she was one of the likely candidates (it helped that he felt like she wasn't popular enough to cause a lot of backlash if he accused her) so he was making preparations to confront her that trial. (THE LIE DETECTION WAS ORIGINALLY MEANT FOR HER.) Actually, he was originally going to kill her but Merriment talked him down and Ray figured it was because she would've kicked his ass.

(Admittedly, if he had killed her, he wouldn't have felt bad about being wrong because it's not like he particularly liked Luna either or thought she was a good person.)

So overall, it was nothing personal, and it's why he didn't exactly dislike Luna when he ended up in the GY. He remained wary of her, and her attitude went against what he wanted to accomplish so she was still sort of an "enemy" in that way, but she didn't kill anyone Ray personally cared about so she was sort-of-okay.
