Ludger was never entirely sure what to make of Luna - she kind of reminded him of the spirits, but at the same time, she seemed extremely discerning? She just had that air about her that made it seem like she knew everything and was above all.

I, ah, was not there for the trial where Luna died and Newt was caught, so for a long time I was operating under the belief that Luna just attempted to kill Ruin, and hadn't been fingered as the one responsible for killing Fortune. Another fun fact: Ambition had sent Ludger out with (as I now know) fake information that a Ruin follower had offed Fortune, so he wasn't exactly sad Ruin got taken out, which just further softened his opinion of Luna's attempt. All of this in the end evened out to Ludger not particularly caring Luna tried to stab, but he also didn't feel bad she died.

In the end, Ludger though Luna was a decent being, albeit somewhat unsettling, but he didn't miss her when she was gone either. Sorry, roomba. :\
