Ludger thought Connor was a cool person-robot thing! And yes, okay, you don't want to be called human, but humanity and being human are different things, so Connor was still, firmly "human" in Ludger's mind. He liked that Connor seemed to be impartial at trials, and that he was interested in all the wings. He liked Connor as a "person", straight up.
That said, because I'm a slowass tagger, their relationship never got beyond the surface level. Ludger was certain that even though he liked Connor, Connor didn't particularly care for him back. Which is fine! Some relationships are like that - amicable on the surface, with no real substance to them.
Later, Ludger got a hint about the person that killed Bart and considered Connor - but a letter from his brother made him firmly place the idea of chasing down that issue to bed. And after that, Connor outed Sasuke as a murderer, which made Ludger raise his brows a bit? How long had Connor been sitting on that? But he still came forward, thus treating the sides with an even hand, and further cemented Ludger's opinion of "unbiased and impartial in trials", and elevating Connor further in his eyes.
And then Ludger got outed as the Devil's Advocate user and Connor's disapproval just kind of killed him inside.
So, uh yeah - Ludger thinks Connor is cool and very impressive and a great person, but he also never wants to talk to him again because he's ashamed.
