The way she spoke about it—or rather, heard from Sincerity—is that it sounded less like a matter of agreeing and more that it was an actual rule for the god's vision to work.

You know Sincerity's kind of a gossip, right? [She means that in the most nicest way possible.] ...I think maybe that was one of the things discussed when we were trying to put together the game...everyone was talking so much and arguing, things were said and agreed to before we even knew it.
[That gets a laugh at least.] He's perfectly nice and has a great eye for detail...but maybe not so much a great ear. He's one of the most chatty of us, and it doesn't surprise me Madoka-chan got that sort of answer from him.
Sieg-kun is very sweet and earnest...I don't think he understands what a lie is, and that's the beauty of it. He's been teaching me how to cook...we usually meet on Mondays. [She's fond of Sieg, too.] I'm guessing he doesn't know about you yet then.
