They do. Every version of Okita Souji would be the same as any other when they were first created for the War. Their experiences are what makes them different, but only Rulers remember every War they're in.
He was the one who put the current wish on the grail. He thinks if humanity exists as a concept, that's fine, but he's completely ignoring individual people.
